Decision models

A decision model reads text once and returns a probability for each answer you allow.

By Jim Thornton Updated 10 min read Executive briefing

In three and a half weeks the category went from one vendor to open weights that top the independent board. What that means for inference spend and latency, what our studies measured, and what to do about it.

Teal: measured, by us or by an independent board's own runAmber: vendor-reported, or changed since Oct 4

For platform leads who run classification, routing or gating in production, and for anyone who buys inference. New to the idea? Start with the 101, One Pass, No Prose, which explains how these models work step by step. For how the public boards score them, see how people are evaluating Jev-like models.

What changed since Oct 4

  1. Oct 5 to 7

Open weights passed the hosted leader on the independent board. Perplexity published pplx-decider-v1.1-27b under Apache-2.0 on Oct 5 and halved its API price to $0.02 per million input tokens. On Decision Index 0.3.1 (Oct 7) it scores 62.75 to Jev's 60.11.11,9,12

  2. Oct 6 to 7

The big vendors set prices. OpenAI's Decisions API entered public beta on Oct 6 at $0.10 per million input tokens, output free. Liquid AI opened d1-3B and d1-omni-600M weights on Oct 7.14,18

  3. Oct 2 to 9

The serving engines caught up. llama.cpp serves /v1/systemone (Oct 2). SGLang documents /v1/decisions and /v1/systemone and serves pplx-decider natively. A vLLM PR to expose /v1/systemone by default is open (checked Oct 9).20,21,22

  4. Oct 5 to 9

Our own runs. An open 27B (Cloudflare's Clef) matched Jev on our email job within noise, 0.870 to 0.878, for $0.27 across every job. A new study on 1,290 real contact-form submissions found the 7-way sort works (0.80 to 0.84) and a yes/no spam gate fails for every model.8,7 Our runs

  5. Oct 2 to 6

Independent tests got sharper and less flattering. Red Hat found decision models "do not reliably outperform" small classifiers or LLM judges on two guardrail tasks (Oct 2, updated Oct 5). JevBench now scores calibration as half of capability (Oct 6).24,25

The bases already run as chat

The open bases under most top decision models (Qwen3.8-27B, Gemma 4 31B, Gemma 4 26B-A4B) are already on serverless chat endpoints, at $0.13 to $0.24 per million input tokens on the one provider charted (Parasail, Oct 9).36 Through a chat endpoint each answer also pays for output and asks one question per call. A decision endpoint bills input only and answers every question in one pass.

What a decision model is

    The state

A decision model takes a piece of text, the state. Here it is a support ticket about a checkout outage.

Rule at 1,000 ms: the board's "Jev-like" cutoff.

Prefill reads the prompt in parallel. Decode writes one token per pass and keeps a cache between them. The decision request stops after prefill and reads one probability per option. TypeSafe's parallel-questions cookbook, observed Oct 4. A vendor figure, not our measurement. Board medians from the Decision Index board data (0.3.1, Oct 7). Hosted figures are round trips, so they include the network.

    The network sets the floor

On one GPU a 27B decision model answers in about 100 ms per request (Decision Index board, Oct 7). Hosted round trips we measured run 240 to 641 ms, so the network sets the floor, and nobody has published batched throughput yet.9,7,8

We ran real agency work through one method: rules first, then the model, then a confidence cutoff fitted on half the items and scored on the other half. Only the keyword set has human labels; the email and intent keys come from a frontier model working blind.7,2

    Two general LLMs

GPT-4.1-mini and Claude Haiku score 0.829 and 0.825 on the same question and settle three in four, at up to 200 times Jev's cost.

    Claude Haiku 4.5 75% accuracy 0.825 · $1.1 to $4.0 per 1,000
    Base Laya 7% accuracy 0.756 · $0 per 1,000
    Jev, for reference 91% accuracy 0.878 · ECE 0.044 · $0.016 to $0.020 per 1,000

Jev's cutoff, fitted on half the emails and scored on the other half. Clef 27B, open weights on Cloudflare Workers AI, Oct 9. Cost from measured tokens at list price. Two general LLMs: GPT-4.1-mini reads letter logprobs; Haiku states its confidence in text. An untrained 0.42B encoder settles 7%. Accuracy alone would not show the gap.

    Does a 0.9 mean 90%?

Accuracy at the top is close; what differs is whether a 0.9 means 90%. That decides how much work leaves the queue, and it is a property of the model, the question and the cutoff together. (A stub, What a confidence of 0.9 means, will take this further.)

What to do about it

Scene 5.1

Three moves for a provider, three for a buyer

Our recommendations, each linked to the scene it rests on.

  1. What to do about it

    If you serve inference

    1. Serve a native /v1/systemone on an open base you already host Scene 4.1Scene 2.2
    2. Price prefill-only traffic as its own shape Scene 1.2
    3. Publish decisions per second per GPU Scene 2.2

    If you buy it

    1. Label 200 to 500 of your own decisions and freeze a test set Board editions
    2. Test the wording before the model Scene 3.2
    3. Gate on a cutoff you fit, run in shadow, log every probability Scene 3.3

    01 / 04

    Serve a native /v1/systemone

Serve a native /v1/systemone on an open base you already host. Seven of the top nine board entries sit on three common open bases, and SGLang and llama.cpp already speak the format.9,21,20

  2. What to do about it

    If you serve inference

    1. Serve a native /v1/systemone on an open base you already host Scene 4.1Scene 2.2
    2. Price prefill-only traffic as its own shape Scene 1.2
    3. Publish decisions per second per GPU Scene 2.2

    If you buy it

    2. Test the wording before the model Scene 3.2
    3. Gate on a cutoff you fit, run in shadow, log every probability Scene 3.3

    02 / 04

Price prefill-only traffic as its own shape

Decision APIs bill input only, from $0.02 to $0.10 per million tokens (Oct 9), and a chat readout on the same weights pays output and loses fan-out.12,14

  3. What to do about it

    If you serve inference

    1. Serve a native /v1/systemone on an open base you already host Scene 4.1Scene 2.2
    2. Price prefill-only traffic as its own shape Scene 1.2

    2. Test the wording before the model Scene 3.2
    3. Gate on a cutoff you fit, run in shadow, log every probability Scene 3.3

    03 / 04

Publish decisions per second per GPU

Every public latency figure is one request at a time; the first batched number becomes the one others are measured against.

  4. What to do about it

    If you serve inference

    1. Serve a native /v1/systemone on an open base you already host Scene 4.1Scene 2.2
    2. Price prefill-only traffic as its own shape Scene 1.2
    3. Publish decisions per second per GPU Scene 2.2

    2. Test the wording before the model Scene 3.2
    3. Gate on a cutoff you fit, run in shadow, log every probability Scene 3.3

    04 / 04

    For a buyer

Label 200 to 500 of your own decisions, test the wording before the model, and gate on a cutoff you fit in shadow mode. The leader's board score has read 59.5, 51.67, 57.91 and 60.11 in three weeks; your own labels do not move.42,41,9
